Shutter PEN is a perpetual endowment network with the mission to fund projects aligned with The Ethereum Cypherpunk Manifesto for decades or even centuries.
It is an independent yet integral part of the Shutter Network, complementing Shutter DAO 0x36 and other existing organizations. Funding decisions are made entirely by SEAT holders, who vote in quarterly funding rounds.

Buy SEATs
SEATs are non-transferable governance membership credentials, which can only be purchased directly from the floating bonding tranche contract. There is absolutely no financial benefit from holding SEATs.
- Anyone can buy SEATs
- SEATs cannot be sold or transferred
- SEAT holders can burn their SEATs for a partial refund at any time
- Shutter PEN can reclaim inactive SEATs
